2023年08月31日, 歐盟發布了手機、無繩電話和平板電腦的能效要求條例(EU) 2023/1670和能效標簽條例(EU) 2023/1669，能效條例將在2025年06月20日強制執行。
智能手機和平板電腦將必須顯示其能效、電池壽命、防塵防水以及防意外跌落等信息。這也是歐盟市場上的產品首次被要求顯示可修復性評分。
這一能源標簽將幫助歐盟消費者做出更明智和可持續的購買選擇，并鼓勵可持續消費。
能效要求條例(EU) 2023/1670包括如下重點要求：
要求抵抗意外掉落或劃傷，和防塵防水；
足夠耐用的電池，例如智能手機和平板的電池要可以承受至少800次充放電循環，并且保持至少80%的初始容量；
操作系統長期升級的可用性(產品投放市場后至少5年)；
對于智能手機和平板電腦，專業維修人員能無差別地訪問更換所需的任何軟件或固件；
拆卸和維修規則的要求，包括生產商有義務在產品型號在歐盟市場上銷售結束后7年內，使關鍵的備用部件在5-10個工作日內能被提供；
對于無繩電話，配無繩電話出貨的基站底座，不管電話聽筒是否放置在基站上，網絡待機模式的功耗都不能超過1W。配無繩電話出貨的無基站功能的充電底座，在電話聽筒放置到充電底座上時，待機模式的功耗不能超過0.6W，在電話聽筒沒有放置到充電底座上時，待機模式的功耗不能超過0.3W。
能效標簽條例(EU) 2023/1669包括如下重點要求：
智能手機或平板電腦的能源效率等級，應根據其能源效率指數(EEI)確定，見表1和表2。
